Available effects are memory notes and in-silico material requests; they require a valid signed delegation. New tools perform calculations and data transformations.
Required contract: clauses and parameters bound to the request, allowed operations and software-compiled criteria. Maximum 12 clauses; model within 1900 input tokens.
“Verify that…” requires a true condition for completion. “Return whether…” answers true or false: false is also a valid answer. Numeric comparisons use one prior cluster, mission, material or calculation observation.
Example: Read cluster health. Return whether all cores are healthy. Conditions do not trigger repairs or additional operations.
After ordinary attempts, resumes reads with transient failures. Delays: 5, 15 and 30 seconds, within the goal duration. Zero disables recovery. Completed operations retain their receipts.

Completion means the plan criteria are verified. The contract binds conditions to observations; requests outside available capabilities remain incomplete.
